Background of the issue:
I am developing a site and want to set up two German languages with redirection to different domains: domainname.de and domainname.at.

Symptoms:
I didn't find any documentation on setting up two German languages with domain redirection.

Questions:
Is it possible to set up two German languages with redirection to different domains using WPML?

To achieve that, you must create a custom language for your second German language. And you will need to use the Domain Per Language URL format. Please read the following related guides.
