Solution: First, ensure that you have added the local translator correctly by following the steps on this documentation page: https://wpml.org/documentation/support/wpml-admin-capabilities/#add-translator. Once the translator is added, go to WPML -> Translation Management. Here, select the content you want to send for translation and choose 'Send it for translation' (not automatic translation). Finally, assign it to the corresponding translator in the Translation Basket tab.
