This is expected as no content in secondary language is added. To solve this problem you must create a separate file for the taxonomies in the original language and one file for the translations -> Import the taxonomies in each language as translations of each other -> Then import the products in the original language pointing to the categories in the same language as described this link: https://wpml.org/documentation/related-projects/wpml-export-and-import/#export-multilingual-content

You can use one file containing the taxonomies in all languages, or you can use one file per language. It will depend on how you setup the configuration, but the result will be the same 🙂
