Is there any difference after clicking on the *Refresh account status* button?
If the issue exists, please try the following steps to register the site with a new key after a full site backup{mandatory} and make sure you are getting the expected result or not.
- Go to your account page (https://wpml.org/account/sites/)
- Delete the key for the site
- Go to Plugins>>Add New>>Commercial tab
- Click on "Unregister WPML from this site"
- Refresh the page
- Click on "Get a key for this site"
- Copy the newly generated code
- Visit back to Plugins>>Add New>>Commercial tab
- Register the site with the new key

Even when I click the "Unregister WPML from this site" it does not remove my key, so I cannot reinstall / reinsert that key. I reinstalled plugins to the latest version already, but OTGS plugin seems to be inactive yet.

So I have shared the details with our System team. As per our records, the Site URL hidden link; is not registered in our records.
Because of the multisite, may the main Site URL is registered in WPML.org records. So please check the main site URL is registered in your WPML.org account - https://wpml.org/account/sites/
I registered it again, but never see the option to change my keys. So I cannot update, do nothing! HELP!
Is there another way to talk to you, so we can whitelist your IP at the time you will be able to access it?
Thank you for the updates. Just for confirmation, check the attached image and please click the Unregister link of the warning in Plugins>>Add New>>Commercial tab. Does it help? If the bug exists, please share a screencast of it.
