Hello Tom,
I hope you're doing well.

Our 2nd tier team was able to trace the root cause of the issue. It appears that this issue arises exclusively when the site has the Elementor PRO with a Single post template activated. We have published an errata as well that you can see here: https://wpml.org/errata/when-using-elementor-pro-the-primary-category-value-for-the-country-in-the-translation-post-is-omitted/

Unfortunately, we don't have any workaround right now and cannot provide any ETA of when it will be available. Rest assured that our team is actively working to resolve the issue. I will inform you when there is any update for you.
