Tell us what you are trying to do?

For a page that does not need to be translated, does a duplicate need to be made or do we just leave it as-is?

Is there any documentation that you are following?

Is there a similar example that we can see?

Hello,

A duplicate will show original content in other languages and this duplicate updates itself once the original content gets updated.

As an alternative, you can go to WPML > Settings > Post Type Translation and set "Pages" to "Translatable - or fallback to default content if a translation does not exist.
This will display the default content in other languages, for content that has not been translated or duplicated.

It depends on what you are trying to achieve.

Do you want to display the original content in a second language if a translation does not exist?

If you would like to display the original content in a second language while the content does not have a translation, then please go to WPML > Settings > Post Type Translation and set the "Pages" to "Translatable - or fallback to default content if a translation does not exist."

This way you will display the original pages in any second language if the pages are not translated.

You will not need to create a duplicate in this case.
