if you cancel your WPML subscription you won’t’ be receiving plugin updates (new plugin versions). But you can still use the plugin and translate your content manually.
Please log into your WPML account first and see if you can see a link to renew. If you cannot, simply go to the purchase page (while being logged in) and add the Multilingual CMS package to your cart. You won’t get any discount because your subscription expired back on October 17, 2019 but this way you will be able to purchase with the same email and keep the same account.

I didn’t find any order with your email (the one you used to post this comment with) in our system. You can buy WPML either with PayPal or with a credit card. To use your credit card you need to choose the “Use a different payment processor” link on your checkout (below the orange Place Oder button). All other transactions both from PayPal and Stripe are going through normally so it must be something with your account. Please try again, maybe in a different browser and if it doesn’t help, provide us with more details, some screenshots could help too.
You can use WPML on 12 sites in total (3 + 9) but 9 of them will be considered development sites, which means that on the backend you will get a notice that this is a development site. In other words, officially, the CMS package is meant for 3 sites but we’ve added these extra 9 to help you use WPML on your test sites.

you need to buy the Multilingual CMS package ($99) register your site and then update the plugins. Please note that the WPML version your client is using is very old so I’d recommend testing the upgrade on a copy first. From the technical point of view, it doesn’t matter who (you or your client) buys WPML. But only the person who can log into a WPML account can register the site and ask for help on our support forum.
Is there a way to make your plugin work with a headless WordPress architecture? We currently have a ReactJS front end which pulls data from WordPress via a REST API, and we’d like to offer our content in both English and Spanish.

when you translate pages and posts WPML creates translated versions of these posts and pages as regular WordPress posts and pages but in another language. So as long as you can find a way to access these pages via APIs, you are free to use them somewhere else outside WordPress. But the entire translation process must take place inside your WordPress site.
