you cannot build a proper multilingual site by simply adding pages in different languages. It’s more than that. There needs to be proper info for search engine (like Google) that the site is multilingual and WPML add this automatically for you plus adds a language switcher to your site. So the proper way is to handle it is as follows:
1. Have your site only in one language (primary language)
2. Add WPML
3. Add other languages via WPML
4. Translate your site (using WPML)
5. Add a language switcher to your site (using WPML)

I’m not sure what you mean by “what percentage of translation does it offer”.
You can use automatic translation for pages and posts, WooCommerce products and other post types.
Some strings need to be translated manually (especially the ones that come from plugins, contact forms etc).
If you use the “Pay-as-you-go” option (which is cheaper than pre-paid credits) you pay only for credits that have been used. I’ll be glad to explain more if needed.

WPML allows you to assign one domain per language (it can be any domain). To achieve this some extra setup on your server might need to be required as explained here: https://wpml.org/documentation/getting-started-guide/language-setup/language-url-options/how-to-use-wpml-with-different-domains-per-language/
